This free online course has been developed in 2017 jointly by ACCESS – the Advocacy Centre on Council of Europe Standards –  and the European Programme for Human Rights Education for Legal Professionals ‘HELP’ of the Council of Europe, within the framework of the project ‘Promoting the social rights of persons with disabilities by building the capacity of Armenian civil society organisations to engage with the CoE monitoring mechanisms’, funded by the European Union through the European Instrument for Democracy and Human Rights.

It has been updated in 2021 under the EU-CoE 'HELP EU II' project to include the recent case-law of the ECtHR and the CJEU, as well as the EU Disability Strategy 2021-2030.

The course has been tailored to meet the learning needs of legal and other relevant professionals working on the rights of persons with disabilities. These professionals are at the front line in that respect, with their work being of critical importance in ensuring the effective and efficient protection of the rights of persons with disabilities. The course is therefore comprehensive and aims to increase the knowledge of legal professionals and other relevant stakeholders on the applicable international and European standards (CoE and EU), ultimately enabling them to apply in practice the relevant provisions and standards in order to better protect the rights of persons with disabilities.

The course is composed as follows:

    1. Introduction
    2. Non-discrimination and intersectionality
    3. Legal capacity
    4. Accessibility
    5. Social rights
